2　Basic Requirements

2.0.1　The construction contractor for installation of metallurgical mechanical hydraulic，lubrication and pneumatic equipment shall be qualified to undertake the construction of such kind of works.Corresponding construction technical standards，complete quality management system and quality control and inspection systems shall be established at the construction site，and the technical documents approved by the technical director of the project such as construction organization plan，method statement and construction design shall be provided.

2.0.2　In case of revision of construction drawings，it is required to acquire the design change notice from the design company or technical confirmation attestation in advance.

2.0.3　In case of inspection and acceptance of installation quality of hydraulic，lubrication and pneumatic equipment，it is required to use measuring instrument which is qualified upon verification and calibration.

2.0.4　The welder responsible for welding work during the installation of hydraulic，lubrication and pneumatic equipment must pass the related examination and acquire the corresponding certificate，and only carry out welding works within the scope specified and approved by the above examination he/she passed.

2.0.5　The installation of hydraulic，lubrication and pneumatic equipment shall comply with specified procedures，and shall be subject to inspection of other related specialized workers；the record shall be correspondingly made.All working procedures of this works shall be subject to the quality control on the basis of the technical standard for construction.After completion of every procedure，it is required to carry out inspection and make quality records correspondingly.Upon the refusal of the previous procedure，the following procedure must not be carried out.

2.0.6　In case of secondary grouting and other concealed works of equipment during installation of hydraulic，lubrication and pneumatic equipment，it is required that the construction contractor shall inform related company to carry out acceptance and prepare the acceptance document accordingly prior to the concealed works.

2.0.7　The acceptance of installation quality of hydraulic，lubrication and pneumatic equipment shall be performed on the basis of the self-inspection of construction contractor as well as subdivisional works，subunit works and unit works.The sub-unit works and subdivisional works of hydraulic，lubrication and pneumatic equipment project shall be divided according to Table 2.0.7.If the total length of installed pipe is not less than 10000m，the installation works of hydraulic，lubrication and pneumatic system for one independent process system may be divided into one unit works.If the sub-unit works of hydraulic，lubrication and pneumatic equipment should not be considered as one unit works，it shall be incorporated into the unit works with regards to the installation of its corresponding machinery project for acceptance.

2.0.8　The quality acceptance of subdivisional works shall conform to the following requirements:

1　During inspection，the dominant items shall comply with the quality requirements of the Code.

2　The inspection result of the general items shall indicate that all mechanical equipment comply with the related requirements of the Code；for pipe fabrication and installation，not less than 80% of inspected points（values）shall comply with the related requirements of the Code and other measured values shall not exceed 1.1 times of corresponding allowable deviation.

3　The quality acceptance records and the quality certification documents shall be complete.2.0.9　The quality acceptance of sub-unit works shall conform to the following requirements:

1　The quality of all subdivisional works in sub-unit works shall pass the acceptance.

2　The quality control data shall be complete.

3　The test run of single unit shall be qualified and the components and parts shall be qualified upon commissioning.

2.0.10　The quality acceptance of unit works shall conform to the following requirements:

1　The quality of all sub-unit works of the unit works shall pass the acceptance.2　The quality control data shall be complete.

3　The no-load combined test run of equipment and system shall be qualified.

4　The appearance quality shall pass the acceptance.

2.0.11　For appearance visual inspection，the items of the unit works shall conform to the following requirements:

1　Connecting bolt:The bolts，nuts and washers shall be fully equipped according to the design.After being fastened，the bolt shall have the nut exposed or flushed with the nut.The exposed thread shall be free of damage and the penetrating direction of thread shall be consistent except the structural reasons.

2　Sealing condition:free of oil，water or gas leakage.

3　Pipelining:reasonable layout and orderly arrangement.

4　Laying of heat-insulating material:uniform thickness，solid bound，relatively smooth surface.

5　Coating with paint:uniform coating；free of holiday，scaling，obvious wrinkle or gas bubble；basically consistent color.

6　Walking platform，ladder and rail:firmly fastened and free of obvious appearance defects.

7　Welding seam:with relatively uniform weld ripples，and welding slag and spatter has been basically cleaned up.

8　Cut:free of slag.

9　Protection of finished product:The equipment is free of defect and the exposed machined surface shall be well protected.

10　Civilized construction:the construction site shall be under orderly management，and no sundries shall be existed around the equipment.Random check shall be performed to the above items with at least ten inspected points.

2.0.12　The acceptance records for installation quality of hydraulic，lubrication and pneumatic equipment shall conform to the following requirements:

1　The quality acceptance of subdivisional works shall be performed according to Appendix A of the Code.

2　The quality acceptance of sub-unit works shall be performed according to Appendix B of the Code.

3　The quality acceptance of unit works shall be performed according to Appendix C of the Code.

4　The records of equipment commissioning and test run shall be made according to Appendix D of the Code.

5　The record for no-load combined test run of equipment without load shall be made according to Appendix E of the Code.

2.0.13　In case the project quality is incompliance with the requirement，it is required to not only immediately deal with it or rework，but carry out acceptance over again.

2.0.14　As for the project with the quality not conforming to the requirement and not meeting the safe use requirement after treatment or rework，it is forbidden to carry out acceptance to it.

2.0.15　The acceptance for installation quality of hydraulic，lubrication and pneumatic equipment shall be carried out according to the following procedures:

1　The acceptance of subdivisional works shall be carried out by the specialized technical director（foreman）and quality inspector of the construction contractor under the organization of the consulting engineer（the project technical director of the owner）.

2　The acceptance of sub-unit works shall be carried out by the project，technical and quality directors of the construction contractor under the organization of the chief consulting engineer（the project director of the owner）.

3　After completion of the unit works，the construction contractor shall organize related personnel to conduct inspection and assessment by itself and submit the project acceptance report to the owner.

4　After the owner receives the project acceptance report，its（project）director shall organize the（project）directors of construction contractor（including subcontractor），design company and consultant company to carry out the acceptance of the unit works.

5　In case of subcontractors participating in the construction of unit works，the general contractor shall be fully responsible for the project quality，while the subcontractors shall be responsible for the inspection and assessment of the works under the charge of them according to the procedures specified in the Code at the presence of the former's personnel.After completion of subcontracted works，the related data shall be submitted to the general contractor.
